Based on the book Elite da Tropa, written by former BOPE (Special Police Operations Battalion) officers André Batista and Rodrigo Pimentel, in collaboration with anthropologist Luiz Eduardo Soares, Elite Squad (Tropa de Elite) was released in 2007. The screenplay was adapted by José Padilha and Bráulio Mantovani, with Padilha himself directing the film. The movie follows the lives of three key police officers: the frustrated Captain Nascimento (Wagner Moura) and the idealistic recruits André Matias (André Ramiro) and Neto (Caio Junqueira).

However, Elite Squad fails to address a crucial fact: for decades, Rio de Janeiro’s police forces have employed an ineffective security strategy. For nearly half a century, the state’s Public Security Secretariat has relied on violent tactics that have neither reduced crime nor improved safety. Instead, urban violence has escalated, leading to the rise of paramilitary groups (milícias), composed of former security officers and civilians who mimic the very methods used by drug traffickers to gain power and profit.
The Bigger Picture – Beyond the BOPE Narrative
While Elite Squad introduces the audience to the connection between organized crime and politics, its sequel delves deeper into this subject. The formation of milícias adds another layer of complexity to an already chaotic situation, further complicating Rio’s security crisis.
To fully appreciate Elite Squad, viewers must keep two things in mind:
- It is a work of fiction based on a book written by two former police officers.
- The majority of favela residents are honest, hardworking individuals. Most live under the rule of either traffickers or milícias, and their lack of resistance is often due to fear of retaliation, which could put their lives at risk.
